Mr. Albert T. Baxter has been a member of the adjunct faculty of the Institute since 1992. He is currently a private consultant in the field of traffic crash reconstruction. Mr. Baxter’s responsibilities with IPTM include instructing in the Motorcycle Crash Investigation and Commercial Vehicle Crash Investigation courses.
Mr. Baxter was an officer in the City of Philadelphia Police Department, between the years of 1970 and 1996 with twenty years experience as an investigator and supervisor in the Accident Investigation Division. He retired at the rank of Lieutenant - Internal Affairs Division. He has instructed at several training academies in Pennsylvania. He was certified by the Commonwealth of Pennsylvania to approve applicants for motorcycle operator class driver licenses and was also as a state inspection mechanic for motorcycles, automobiles and light trucks. He was a Pennsylvania Motorcycle Safety Program instructor and also a former instructor with the Motorcycle Safety Foundation.
Mr. Baxter has written several publication manuals and newsletter articles concerning motorcycle crash investigation, DWI motorcyclists, and Anti-Lock Brakes for Motorcycles. He is the past president of the National Association of Traffic Accident Reconstructionists and Investigators (NATARI) and is currently serving on the Board of Directors, and a life member of the American Motorcyclist Association (AMA).
Mr. Baxter is accredited by the Accreditation Commission for Traffic Accident Reconstruction, (ACTAR) registration number 116 and served as the Administrator of ACTAR from 1996 to 2009.
