David Benn joined the IPTM staff as an adjunct faculty member in 2005. Mr. Benn began his law enforcement career in 1979 as a police officer in Upland City, California. In 1980 he moved to New Jersey and served on the Eastampton Township Police Department in Burlington County New Jersey. During his 12 years with Eastampton Twp. Police Mr. Benn obtained the rank of Sergeant. He was a shift supervisor and supervisor of the Traffic Safety Unit.
In 1992 Mr. Benn was hired by the Burlington County Prosecutor’s Office as a detective in the Collision Analysis and Reconstruction Unit. Before he retired from the Prosecutor’s office in 2004 he had obtained the rank of Detective Sergeant. He supervised the Collision Analysis and Reconstruction Unit as well as the Crime Scene / Technical Services Unit and the Counter Terrorism Unit.
Upon retiring from his law enforcement career in 2004 Mr. Benn became a partner and co-owner in the firm of Impact Reconstruction Consultants. The firm assists the legal community as a non-advocacy based entity in case preparation on civil litigation related matters concerning crash reconstruction.
Mr. Benn is a certified instructor for the New Jersey Police Training Commission and has taught various law enforcement courses at police academies throughout New Jersey, including crash investigation courses through the New Jersey Division of Highway Traffic Safety.
Mr. Benn is an Accredited Traffic Crash Reconstructionist through the Accreditation Commission for Traffic Accident Reconstruction (A.C.T.A.R.) (#326). He also serves on the Governing Board of Directors for ACTAR and sits on the Test Grading Committee as well as several other committees for ACTAR. He is treasurer of the New Jersey Association of Accident Reconstructionists (NJAAR) as well as the editor in chief of the Momentum, a peer review journal of NJAAR. Mr. Benn is also on the Board of Directors for the National Association of Traffic Accident Reconstructionists and Investigators (NATARI) as well as an active member in several other professional organizations.
Mr. Benn has testified as an expert in motor vehicle crash reconstruction and occupant kinematics in New Jersey Superior Court. He is a co-writer of a preparatory course for the accreditation test administered by ACTAR. He has also served on the planning committee for numerous seminars and conferences. He has published several articles related to crash reconstruction.
