Richard “Todd” Fulmer began his law enforcement career in 1984 as a Police Dispatcher for a small municipality in Northeast Alabama. He was appointed as an Alabama State Trooper Cadet with the Alabama Department of Public Safety in 1985. He became a State Trooper, assigned to the Highway Patrol Division in 1986, was promoted through the ranks and retired as Captain, Assistant Division Chief of the Highway Patrol Division, in March 2010.
During his career Mr. Fulmer served as a Traffic Homicide Investigator, Traffic Homicide Coordinator, Field Training Officer, Canine Handler, Felony Apprehension Patrol Member, Major Accident Investigation Team Member, and Protective Detail Leader. He has instructed at the Alabama Criminal Justice Training Center in the areas of Traffic Crash Investigation and Traffic Homicide Investigation, RADAR/LIDAR Operator, RADAR/LIDAR Instructor, and Supervisory Management. He has been certified as a General Instructor for the Alabama Peace Officer Standards and Training Commission (APOSTC) and has instructed First Line Supervisor Training throughout Alabama.
Mr. Fulmer received his Bachelor’s Degree in Criminal Justice from Troy University in 2010. He formed Fulmer Consultation Services, LLC in 2010 offering Law Enforcement Training and Crash Analysis. Hi has received “Full Accreditation as a Traffic Accident Reconstructionist” from the Accreditation Commission for Traffic Accident Reconstruction (ACTAR). Mr. Fulmer became an Adjunct Instructor for the Institute of Police Technology and Management, University of North Florida in 2013.
