Retired Lieutenant Susan Howell began her law enforcement career in 1991 when she joined the Lansing, Michigan Police Department. Prior to her retirement, Lieutenant Howell was assigned as the commander of the Office of Internal Affairs. She also provided leadership for their Field Training Program and applicant background screening processes. Prior to her assignment to the Office of Internal Affairs, Retired Lieutenant Howell was assigned as a sergeant in the Violent Crimes Investigative Unit where she directly managed the operational functions, assigned investigators and actively participated in regional fraud and violent crime task forces.
During her tenure with the Lansing (MI) Police Department, Retired Lieutenant Howell was certified as a Michigan Professional Emergency Manager. She was responsible for Incident Command and Emergency Management coordination and training within her department and community. Retired Lieutenant Howell has extensive training in Terrorism Response and is a FEMA trainer for Law Enforcement Response Actions/Measures for CBRNE Incidents, WMD Rad/Nuc HazMat Response, and Prevention and Response to Suicide Bombing Incidents.
Retired Lieutenant Howell has a Bachelor of Science Degree in Criminal Justice from Michigan State University. She is also a member of the Michigan Emergency Management Association.
