Luis Taborda

Sergeant Taborda is a twenty-four-year veteran of the Miami Police Department.  He is currently assigned to the Training & Personnel Development Section as a supervisor. He oversees the Administrative/Career and Professional Development Detail and the International Policing Institute of the Section. Prior to this current assignment, he was assigned to the Specialized Operations Section – Crash Investigation Unit as a supervisor in the Traffic Homicide Detail. While supervising the Traffic Homicide Detail he also was given the responsibility of supervising the “Staged Vehicle Crash Fraudulent Insurance Detail.”  Prior to this assignment, he was assigned to the Criminal Investigation Section as a detective in the Homicide Unit.  Prior to that assignment, Officer Taborda was assigned as an investigator in the Criminal Investigative Section - Violent Crimes Intervention Unit.  Prior to that assignment he worked in the Field Operations Division as a patrol officer for five years. 

Sergeant Taborda is a certified Drug Recognition Expert (DRE) as well as a certified Drug Recognition Expert Instructor through the U.S. Department of Transportation Drug Evaluation and Classification Program.  Sergeant Taborda is a certified Intoxilyzer 8000 Breath Testing Instructor and Agency Inspector.  Sergeant Taborda is also a Certified Police Speed Measurement Instructor, Police Vehicle Operations (Driving) Instructor, Standardized Field Sobriety Test (SFST) Instructor, Taser Instructor, Sabre Aerosol Projector Instructor, Hobble Instructor, Firearms Instructor, Tactical Ballistic Shield Instructor, First Aid Instructor, CPR Instructor, Excited Delirium & Agitated Chaotic Events Instructor, and Wheelchair: Contact & Control Instructor.   Sergeant Taborda has been recognized as a subject matter expert in the areas of Radar/Laser Speed Measurement and Crash Investigation.  In 2016 the National Highway Traffic Safety Administration (NHTSA) awarded him with the agency’s the Pubic Service Award - In recognition of coordination of the Data Driven Approaches to Crime and Traffic Safety program in Miami and commitment to reducing crashes, injuries and fatalities caused by impaired driving offenders through DRE training and mentoring. The U.S. Department of Transportation’s National Highway Traffic Safety Administration (NHTSA) presented only 16 individuals and organizations from across the entire US with these prestigious awards at the 34th Annual Lifesavers Conference in Long Beach California.  This agency’s top public service award recognizes the tireless efforts and outstanding contributions many people make to improve highway safety throughout the country. 

In 2008, at the request of the Florida Department of Law Enforcement (FDLE) he was part of a committee to rewrite the Standardized Field Sobriety Testing session in the Patrol Procedures Module which was taught to all police recruits within the state of Florida.  In 2007 at the request of the Florida Department of Law Enforcement (FDLE) he was part of a committee to rewrite the Traffic Crash Investigation Module for all police recruits within the state of Florida.  In 2005 at the requested by the Florida Department of Law Enforcement (FDLE) he was part of a committee to develop an Advanced Speed Measurement Course for Police Officers.  

Sergeant Taborda is a graduate of Florida International University, with a Bachelor’s Degree in Business Administration.  He holds a Dual Major in Finance and International Business.
