Frank Volpicella is a retired police officer from the South Brunswick Police Department in central New Jersey. He served 26 years on the department before retiring in 1994. He spent 20 years in the Traffic Safety Bureau dealing with all areas of traffic investigation, enforcement and supervision. He has qualified many times in both criminal and civil court as an expert witness in accident reconstruction.
He is a certified instructor by the New Jersey Police Training Commission and the Florida Commission on Criminal Justice Standards and Training. Since 1969, he has instructed classes at several County Police Academies in New Jersey in collision investigation, radar, and D.U.I detection at both the recruit level and in-service training. Currently the president, he is a founding member of the New Jersey Association of Accident Reconstructionists.
Upon retirement, he formed his own company as a private consultant in crash reconstruction and continues to instruct police officers, and has traveled to many states conducting classes in collision investigation. He is an instructor for the New Jersey Office of Highway Safety conducting both basic and advanced classes in collision investigation in the State of New Jersey. He joined the IPTM staff as an adjunct instructor in 2001.
