Andrew Borrows

Officer Andrew Borrows began his law enforcement career in March 2007 with the Riviera Beach Police Department. During his career in Riviera, Officer Borrows worked as a member of a street level narcotics interdiction team and as a general assignment detective. As a detective, he was responsible for investigating crimes against persons and property, including homicide and robbery.  Officer Borrows was hired by the Jupiter Police Department in April of 2010.  Officer Borrows is currently assigned as a traffic officer, responsible for crashes, traffic enforcement, and DUI enforcement.  Officer Borrows is recognized within the Jupiter Police Department as an authority in DUI enforcement and case law as it applies to police officers and is regularly called upon by fellow officers to assist in complex DUI investigations.  Officer Borrows has led the Jupiter Police Department in DUI detection and apprehension for the last several years.  Officer Borrows is also an instructor at the Jupiter Police Department and provides departmental training to officers in DUI enforcement. 

 

Officer Borrows is a certified Homicide Traffic Investigator as well as a Drug Recognition Expert instructor. He has taught the NHTSA 24 hour SFST, the 16 hour ARIDE and 72 hour IACP DRE courses to officers from other agencies within and outside of Palm Beach County.

 

Officer Borrows has received departmental and community recognition for his traffic and DUI enforcement efforts.  Officer Borrows was selected as the Jupiter Police Department Officer of the Quarter in the third quarter of 2011 and received the Traffic Safety Council of the Palm Beaches DUI Enforcement Award in 2012, 2013, 2015 and 2018.  Officer Borrows received a Merit Citation in 2017 for his efforts investigating and apprehending an impaired driver involved in a crash where two paramedics were killed.  Most recently, Officer Borrows was selected as winner of the 2018 Florida MADD Outstanding Dedication to DUI Enforcement Individual Award. 

 

Officer Borrows has shown a commitment to learning throughout his life.  He earned his bachelor’s degree in Public Administration and Service from Northern Illinois University in 2006 and his Master’s Degree in Criminal Justice from Keiser University in 2012.   Officer Borrows has taken over 400 hours of specialized DUI enforcement classes and has completed classes in DUI Case Preparation, Standardized Field Sobriety Testing, Advanced Roadside Impaired Driving Enforcement, Seated Battery of SFSTs, SFST instructor, and Drug Recognition Expert and Drug Recognition Expert Instructor. Officer Borrows has attended the IPTM Symposium on Traffic Safety/Impaired Driving for the past five years.
