Jalika Waugh

Dr. Waugh began her field career as a Crime Scene Technician for the Mesa (Arizona) Police Department.  Moving to Florida, she was employed as a Forensic Technician in the Latent Print, Crime Scene, and Photography Units at the Florida Department of Law Enforcement Crime Laboratory (Tampa Bay Region). Recently, she was the Division Manager for the St. Petersburg Police Department, overseeing the Forensic and Latent Print Units. In this role, she was responsible for the administrative operations of the Forensic Services Technicians and Latent Print Examiners, as well as Forensic Volunteers and all forensic based public relations. She was also responsible for both in-service training of forensic personnel, but also mentoring and training of new hires.  Dr. Waugh has extensive experience in criminal investigations from property crimes to all aspects of violent crimes against persons.


Dr. Waugh’s teaching career began at the St. Petersburg College Allstate Center, where she was responsible for teaching several courses in the AS Degree and Certificate programs, as well as training sworn and civilian agency personnel and law enforcement academy recruits.  Dr. Waugh moved to Saint Leo University, developing their Criminalistics specialization within the Criminal Justice Bachelor’s program, created the “Crime Scene House” for hands-on practical learning, and coordinated internships with local agencies.              


Dr. Waugh has developed her expertise in areas of Criminal Investigations to include the evidence collection and preservation, crime scene documentation, advanced processing techniques for the development of latent prints, Forensic photography, 3D Scanning for accident & scene investigations, and major case investigations. Dr. Waugh is an Associate member of the American Academy of Forensic Science and the Florida Division of the International Association for Identification.  Dr. Waugh holds a MS Degree in Forensic Science from the University of New Haven (CT) and a PhD in Public Safety - Emergency Management from Capella University (MN).
