Officer Lopez is currently employed by the Jacksonville Sheriff’s Office (JSO) assigned to the Internal Affairs Unit as an Investigator. Previously assigned to the Police Academy as a Training Coordinator, Facilitator, and Course Manager for Impaired Driving, Breath Testing, Speed Measurement, and Traffic Enforcement. As a Training Liaison, Officer Lopez regularly supervises 30 to 40 students through their academy experience that ranges from ten weeks to nine months based on their previous experience. He serves as a supervisor, facilitator, instructor, mentor, and disciplinarian while preparing the students to become Law Enforcement Officer ready for Field Training. He serves as Driving Track Coordinator and Fleet Manager for all the academy vehicles. Officer Lopez is a certified instructor in High Liability Classes such as Firearms, First Responder, Defensive Tactics and Vehicle Operations. He actively teaches at the Institute of Police Technology and Management (IPTM), Saint Johns River State College (SJRSC), and Florida State College of Jacksonville (FSCJ).
Officer Lopez is a Drug Recognition Expert (DRE) Instructor and Standard Field Sobriety Testing Instructor. Prior to being assigned to the Police Academy he was detached to the Duval County State Attorney’s Office as an Investigator. As an Investigator, in the 4th Judicial Circuit County Court Division, Officer Lopez was and continues to serve as an expert for DRE, DUI, Breath Testing, and Speed Measurement. He has provided extensive expert testimony in numerous trials in the area. Officer Lopez remains active in the DRE / DUI Field providing training, recommendations, grant writing, and guidance to fellow officers. He drafted a grant proposal and was awarded a $500,000 grant from National Highway Traffic Safety Administration over a 2 year period for “High Visibility Impaired Driving Enforcement.”
Prior to this assignment Officer Lopez was assigned to the DUI Enforcement Unit. His responsibilities included traffic crash investigations, DUI enforcement, Drug Recognition Expert evaluations, and traffic enforcement throughout the county. He is a Field Training Officer and a member of the department’s Field Force. Officer Lopez also speaks regularly to the military, schools, and civic organizations about the dangers of impaired drivers by alcohol and drugs.
Officer Lopez moved to North Florida after a rewarding 9 year career serving as a Law Enforcement Officer in South Florida. He was employed by the Coral Gables Police Department for seven years and he was assigned to Specialized Enforcement Division as a Traffic Homicide Investigator for 3 of those years. He is a Traffic Reconstructionist, certified by Institute of Police Technology and Management (IPTM). Officer Lopez has investigated and participated in thousands of traffic fatalities, serious bodily injury crashes, and DUI related crashes. While employed at Coral Gables Police Department he worked in the DUI Enforcement Unit and as Field Training officer. Prior to his employment at Coral Gables Police Department Officer Lopez was employed with the Town of Medley Police Department and was assigned to the Commercial Vehicle Task Force. Officer Lopez was assigned to the Multi-Agency Gang Taskforce of Miami-Dade County conducting gang related investigations. He began his career with the University of Miami Public Safety Department. Officer Lopez has an extensive background in traffic and criminal investigations.
He is a current board member of the IPTM Technical Advisory Board for DUI Prosecution and Enforcement and a member of the Florida Impaired Driving Coalition. Officer Lopez has two Master Degrees. The first in Criminal Justice with a specialization in Emergency Management Leadership. The second one in Administration. Officer Lopez speaks, reads, and writes proficiently in Spanish. In his spare time, he actively coaches children’s soccer through the Upwards Soccer League.
