Howard B. Hall was sworn in as Chief of the Roanoke County, Virginia Police Department on August 13, 2012. He is in command of an internationally accredited agency that includes 142 sworn and 17 non-sworn personnel. The Department is a full-service agency that serves an area of 247 square miles and approximately 90,000 citizens.
Chief Hall completed a 26 year career with the Baltimore County, Maryland Police Department in June of 2012. At the time of his retirement, he was the Commanding Officer of the Operations Support Section, where he was responsible for the numerous specialized functions including Traffic Management, Tactical, K-9, Marine, Mobile Crisis, and Aviation. Other command assignments included training, patrol, traffic, employment, and special operations.
During his career, Chief Hall has been involved in a number of special projects including the implementation of training programs, the development of traffic programs and procedures, and the implementation of specialized units. For over eight years, he has played a key role in the implementation of the Data Driven Approaches to Crime and Traffic Safety model on the local and national levels. He has served in a command capacity at numerous critical incidents and special events, including tactical operations, visits of the President of the United States and Pope John Paul II to Baltimore, and the 2009 Presidential Inauguration. Chief Hall is a member of the adjunct faculty at the Institute of Police Technology and Management at the University of North Florida and an assessor/team leader for the Commission on Accreditation for Law Enforcement Agencies. He is a member of the International Association of Chiefs of Police, where he serves on the Highway Safety Committee. He is also a member of the Virginia Chiefs of Police Association, serving as a member of the Executive Board and co-chair of the Virginia Highway Safety Committee.
Chief Hall holds a Master of Public Administration Degree and a Graduate Certificate in Police Administration from the University of Baltimore. His Bachelor of Arts degree is from the University of Maryland. He graduated from the FBI National Academy and is a past president of the Maryland/Delaware Chapter - FBI National Academy Associates. During his career, Chief Hall has received a number of awards including the Public Service Award from the National Highway Traffic Safety Administration and the Distinguished Contribution to the Profession Award from the Baltimore County Police Foundation. He received the 2012 J. Stannard Baker Award for lifetime contributions to traffic safety from the International Association of Chiefs of Police.
