Cammy Pucci

Cameron Pucci


Cameron Pucci has served as the director of IPTM since July 1, 2013. Ms. Pucci joined the IPTM staff in 1988, and had served as associate director since 2006. Ms. Pucci has been involved with all aspects of the planning and management of police training programs during her nearly 30 years of service. She has also served in the capacity of Chief Financial Officer involved in budgeting and costing of all programs and day-to-day operations of IPTM. Ms. Pucci is a graduate of the University of North Florida holding a Masters of Business Administration and a Bachelor of Business Administration in corporate finance.
Al Roop

Kevin "Al" Roop

Assistant Director of Administration

Al Roop came to IPTM in 1999 after 12 years with the South Daytona, Florida Police Department. He joined the Institute staff as a training specialist in the drug and alcohol section and specializes in a variety of traffic safety fields. Mr. Roop oversees the Institute's business operations, grant programs, and special projects. He also represents the Institute on statewide highway safety coalitions and other committees. Mr. Roop holds an associate's degree in computer science and a bachelor’s degree in organizational management.
Donnie Barker

Donnie Barker

Assistant Director of Training

Mr. Barker joined the full time staff with the Institute in January 1999 as a Training Specialist, eventually serving as the Criminal and Forensics Section Coordinator. He has been responsible for the development and presentation of training programs in the Criminal and Forensic Investigations and Traffic Crash Investigations Sections, and has now accumulated nearly 29 years of Public Safety training and service.

His instructional background is extensive with more than 25 years of professional training and consulting with various consulting companies and Universities, including the University of South Florida, St. Petersburg College Crime Scene Technologies Degree Program and Public Safety Criminal Justice Institute, the Florida Department of Law Enforcement, the Federal Law Enforcement Training Center and IPTM as an adjunct instructor. His teaching experiences have extended throughout the United States in 37 states, Southern Europe, Asia, the South Pacific as well as the Middle East.

He started teaching IPTM’s Crime Scene Investigations as an Adjunct Instructor in 1995. His combined adjunct and fulltime training time with IPTM has resulted in training more than 10,000 IPTM students, personally, conducting more than 650 courses. Mr. Barker regularly represents IPTM as a Conference Speaker at both Crash and Criminal Conferences. In April 2018, he became the Assistant Director of Training at IPTM, responsible for the management of all training programs and instructors for the Institute, as well as the oversight of new course development.

Candice Leek

Assistant Director | FTO & Dispatcher Section Coordinator

Ms. Leek joined the IPTM staff after retiring from the Palm Bay, Florida Police Department. At the time of her retirement she was the commander of Field Operations and had served as the Acting-Chief of Police. Her responsibilities included managing uniform patrol, the traffic unit, the K-9 unit, the tactical team and the selective enforcement unit. She also had served as a patrol officer, patrol sergeant and patrol lieutenant as well as field training officer, FTO supervisor and FTO program manager. Ms. Leek also worked in the detective bureau, supervised the mounted unit, worked in Internal Affairs and served as a background investigator. Ms. Leek wrote and managed the department budget and worked TDY assignments with the Florida Marine Patrol and the Florida Freshwater Fish & Game Commission.

Ms. Leek worked in the People's Republic of China as a criminal justice instructor representing the United States, participated as a member of the US/Mexican Matamoros Task Force and is a consultant and resource for many law enforcement agencies at the local, state, federal and international level.

For IPTM, Ms. Leek currently coordinates and provides instruction for the FTO Program course series and manages the Telecommunications/Dispatcher course series.
Nancy Sulinski Steffens

Nancy Sulinski-Steffens

Criminal Investigations | Forensics Coordinator

Nancy joined the full-time staff at IPTM in February 2018. She is responsible for classroom instruction, recruiting instructors, scheduling, and supporting the current Subject Matter Experts. She is also charged with developing new classroom and online courses.

Nancy began her law enforcement career nearly 20 years ago with the Pasco County Sheriff’s Office in New Port Richey, Florida. She served in many capacities, including Forensic Investigator, Shift Supervisor, and FTO/In-Service Training Coordinator for the Forensics Unit. She also served as the Coordinator and Trainer for the Pasco Forensic Volunteer Academy. Her teaching background includes the IPTM classroom, providing crime scene training for academy recruits at the Pasco-Hernando State College Police Academy, and forensic presentations at various universities in Florida.

Nancy is professionally credentialed as a Crime Scene Analyst: International Association of Identification; CSI Proficiency Certificate: IPTM/UNF; Crime Scene Certificate: St Petersburg College; Bachelor of Applied Science in Public Safety Administration: St Petersburg College; and a Master of Arts in Criminal Justice Administration: University of South Florida. She currently serves as the Florida State Region 3 Director: Florida Division of the International Association of Identification.
Teresa Dioquino

Teresa R. Dioquino

Leadership and Management Section Coordinator

Teresa R. Dioquino joined the IPTM staff in 1992 as an adjunct faculty member and became the coordinator of the Leadership and Management Section in 2013.

Ms. Dioquino retired at the rank of captain after 29 years of service with the Pinellas County Florida Sheriff's Office. Prior to her retirement, she commanded the Special Operations Division within the Patrol Operations Bureau, and was responsible for more than 300 assigned personnel and the fiscal management of a $14 million budget. She was previously assigned as the commander of the Criminal Investigations Division and the Inspections Bureau. Prior to her appointment to captain, she was assigned as a lieutenant in the Patrol Operations Bureau, Special Operations Division and shift commander for the Central District Station. As a sergeant, Ms. Dioquino supervised the Selective Traffic Enforcement Program and served in the Administrative Investigations Division.

Ms. Dioquino received an Associate of Arts degree in police administration from St. Petersburg College and a Bachelor of Science degree in criminology from the Florida State University. She is a certified Drug Recognition Expert and Instructor. Ms. Dioquino is an active member of the National Sheriffs Association, Florida Sheriff's Association and Drug Recognition Expert Section of the International Association of Chiefs of Police. She is a member of the Daughters of the American Revolution (DAR).
Russell Strickland

Russell Strickland

Traffic Crash Section Coordinator

Russell Strickland joined the IPTM adjunct staff in 2004 and became the Traffic Crash Section coordinator in 2014. He teaches all levels of crash reconstruction and investigation. Russell retired in 2016, after 25 years as a police officer with the City of Fairfield Ohio Police Department. He began his career in 1991 and spent many years as a detective in the investigations division. He was in charge of the traffic investigation unit and oversaw all aspects of crash investigation and reporting for the city.

He has served as traffic crash safety coordinator for the Tulsa University Crash Reconstruction Research Consortium, organized and participated in numerous research projects in crash reconstruction, and co-authored numerous papers. He is the owner and operator of Collision Consultants LLC, a crash reconstruction consulting company based in Liberty Township, Ohio. He holds a Bachelor of Science in criminal justice police sciences from Mountain State University. Russell is accredited by the Accreditation Commission for Traffic Accident Reconstruction (ACTAR).
Darrell Edmonds

Darrell Edmonds

Online Training Program Coordinator

Darrell Edmonds retired as a police officer with the Jacksonville (Florida) Sheriff’s Office after 23 years, where he served as a patrol officer, field-training officer, DUI Enforcement officer and a detective assigned as an investigator with the Traffic Homicide Unit.  He is the coordinator of IPTM'sOnline Training programs. Mr. Edmonds is an instructor in the DRE (DECP), ARIDE and Standardized Field Sobriety Testing curriculums as well as the Digital Photography for Traffic Crash Investigators and At-Scene Traffic Crash/Traffic Homicide Investigation courses. He has qualified as a Florida State Criminal Justice certified instructor and holds an Associate of Science degree in criminal justice.
Ed Doyle

Ed Doyle

Central Florida Site Coordinator

Mr. Doyle joined the IPTM staff in December 2003. He served as a law enforcement officer in Florida for 36 years, until his retirement in November 2003. Five of those were with the Office of the State Attorney in Orlando and the remainder with the Maitland Police Department. His final fourteen years were as Maitland's Police Chief. Mr. Doyle is currently the Central Florida Site Coordinator. He is graduate of Rollins College, the FBI National Academy and the Florida Police Chief's Executive Institute. He is on the Board of Directors of the Florida Intelligence Unit and has represented the Florida Police Chief's Association on the Florida Police Standard and Training Commission.
Carol Jolly

Carolyn (Carol) Jolly

Florida DRE Coordinator and Impaired Driving Training Coordinator

Carol Jolly joined the IPTM staff in December 2019 as the Florida Drug Evaluation and Classification Program (DRE) Coordinator and Impaired Driving Training Coordinator. She is responsible for managing Florida’s 350 Drug Recognition Experts (DREs), instructors, and scheduling impaired driving training. 

Mrs. Jolly began her career law enforcement at the Hillsborough County (FL) Sheriff’s Office in 2000. She served in many capacities, including midnight shift Patrol Deputy, District DUI Investigator, County-Wide DUI Squad, and DRE. In 2014, Mrs. Jollyl joined the State Attorney’s Office in the 13th Judicial Circuit as an Investigator, serving in the Sex Offender/Domestic Violence Division. She maintained her DRE certification and has been teaching DRE and impaired driving courses for IPTM since 2010.
Dan Orel

Dan Orel

Coordinator, IPTM

Dan Orel joined IPTM as the claims assistant in September 2014 and was promoted to coordinator of administrative services in September 2018. He oversees the Institute's business operations and IPTM Cop Shop operations. Dan holds a bachelor’s degree from the University of North Florida in business management.
Andy James

Richard "Andy" James

Coordinator, Training Programs

Mr. James joined the IPTM staff in August 2001 as a training specialist for the Public Safety Institute in Altamonte Springs, Florida. In 2005, he re-located to the Jacksonville office where he currently serves as the off-site training coordinator. His responsibilities include scheduling and logistical support for contracted and off-site tuition courses.

Sharon Murchison


Sharon Murchison returned to IPTM in March 2019. Ms. Murchison is responsible for various aspects of the Institute’s grant programs and plays an integral role in the design, development, and implementation of departmental processes and programs. She also represents the Institute on statewide highway safety coalitions. Ms. Murchison began her career at IPTM in 1997 as the Institute’s Office Manager. She holds a Master’s degree from Webster University in Management and Leadership.
Trish Holley

Training Specialist

Mrs. Holley joined the IPTM staff in January 1985. Her current duties include the maintenance and production of all student manuals, handouts/student equipment and technical documentation for all IPTM classes. She also coordinates the student course materials assembly and worldwide distribution.
Leshell Hartney

Leshell Hartney

Marketing Coordinator

Leshell Hartney returned to IPTM in 2017. Ms. Hartney is responsible for the Institute’s marketing and communications efforts, including graphic design, social media, website, and e-communications. She began her career at IPTM in 1991 and served in a variety of areas before moving to the University of North Florida’s Division of Continuing Education in 1999. She spent the majority of those 17 years promoting the Division of Continuing Education’s training and consulting services.
Diana Bednarik

Diana Bednarik

Coordinator, Publishing and Product Development

Ms. Bednarik oversees the development, publishing and maintenance of manuals, workbooks and other products that are relevant to IPTM’s courses and audience. She holds bachelor's degrees in both Graphic Design and Literature from the University of North Florida and previously held the position of Graphic Designer in the department.

Ms. Hollins joined IPTM in June 2019. She is responsible for coordination of the communications, education and outreach of the Institute’s grant programs. She holds a Bachelor of Science in Business Administration degree from Lawrence Technological University in Southfield Michigan and is currently an MBA student at the University of North Florida.

Events Specialist

Adam Harpstrite joined IPTM in April 2016. Since joining the team, he has worked in various administrative and technical areas of the Institute. Currently, Adam is responsible for facilitating communications and outreach activities as well as providing general support for the Institute’s grant programs. He is completing his degree in Theatre and Entertainment Technology at Florida State College in Jacksonville.
Kayla Rodriguez

Kayla Rodriguez


Kayla Rodriguez is the registrar and joined IPTM's team in March 2015. She handles registrations, confirmation letters and certificates.

A native of Jacksonville, Ms. Rodriguez has a bachelor's degree in public health from the University of North Florida and is working on her master's of public health in epidemiology.
