New Course Focused on Negotiation Strategies for Detention and Corrections

The Institute of Police Technology and Management (IPTM) is expanding its crisis negotiation training portfolio with the introduction of Negotiation Strategies for Detention and Corrections, a new 40-hour course designed specifically for professionals working in detention and correctional environments.

For decades, IPTM has provided nationally recognized hostage and crisis negotiation training to law enforcement professionals through its Hostage Crisis Negotiations Series. This new course builds on that foundation while addressing the unique challenges negotiators face inside jails, detention centers, and correctional facilities.

Scheduled for July 19-23, 2027, in Jacksonville, Florida, the course equips participants with the communication skills, psychological insight, and team-based operational strategies needed to safely manage inmate-driven crises and hostage incidents.

"Critical incidents within correctional settings present challenges that differ significantly from those encountered in traditional law enforcement environments," said IPTM. "This course was developed to provide negotiators and response personnel with strategies tailored to the realities of secure facilities and inmate populations."

Participants will learn to manage hostage situations, barricaded subjects, suicidal inmates, and non-responsive individuals while operating within the constraints of detention and correctional institutions. Instruction emphasizes communication techniques, intelligence gathering and management, structured negotiation strategies, behavioral assessment, and coordinated team operations.

The course also explores topics such as:

• Crisis and hostage negotiation in detention and correctional settings
• Pre-incident planning and negotiation fundamentals
• Inmate-driven crises, demands, and communication strategies
• Intelligence gathering, information management, and decision-making
• Behavioral health, personality disorders, and crisis behavior
• The inmate mindset and hostage-survival considerations
• Negotiation team roles and coordination with specialized responders

Designed for both sworn and non-sworn personnel, the program is appropriate for corrections officers, law enforcement negotiators, detention staff, mental health professionals, clergy, and other individuals who support detention and correctional operations.

The course is based on National Council of Negotiation Associations (NCNA) guidelines and meets most state and federal requirements for crisis and hostage negotiator certification.
